Replacing Ministerial Direction 107 (MD107) with Ministerial Direction 111 (MD111), effective December 19, 2024 For Australia.

Under MD111, student visa applications are categorized into two processing priorities:

  • Priority 1 – High Priority: This category includes applications from education providers that have not yet reached 80% of their projected 2025 New Overseas Student Commencements (NOSC) allocation. Once an institution reaches this threshold, subsequent applications are processed under standard priority. Business Standard
  • Priority 2 – Standard Priority: Applications from providers that have met or exceeded 80% of their NOSC allocation fall into this category.

The changes apply exclusively to offshore student visa applications for students currently outside Australia.

This new directive aims to create a more equitable approach to visa processing across various provider types and locations, including regional and smaller providers.
